Sure they can. The Librarian of Congress issued a DMCA exemption for this beginning October 2016 (page 39):

Includes personal vehicles and agricultural equipment. What this means is that anyone with the skills can decrypt and modify the software at will.

You don't see it in the auto world. They tried it, but it fell through. Deere got it done because they are "AG" and that makes them "exempt".... for now.

It's more than just trouble codes. You (I) could not purchase software to even read the Deere systems. You can for everything else.... if you can afford it.
