As far as terminology, it is just easier for some folks, to wrap they heads around as not to muddy the water.
like going to the store for a soda or pop or a "pepper" and puttin it in a "poke"

Still haven't gotten the bonnet and boot figured out, or driving on the
left side of the road in a right hand drive electric vehicle without a gas tank.

Uuhmmmm....!?!.... If the new carb doesn't have provisions for priming, then what does it have???? Does it have a choke? Anything to increase the fuel/air ratio for improved cold start?

I'm not sure it's just works. Once I get it to crank, it runs good and the throttle adjuster works just fine lol

It does have a choke. You can see the choke plate picture in post #8. I have a pressure washer with a carb like that, it has a knob on top to control the choke. Cannonhttps://lh3.googleusercontent.com/ZC...-no?authuser=0

Actually this doesn't use the choke. The original carb did not have that butterfly valve at all, so I just moved it to the open position on the new carb. All it has is a throttle control, you move it to the lowest setting to shut off the engine.

Just to help:
I'm going to try to read your mind here so to speak.
You should know the choke helps richen the mixture for easy starting don't you?
it does nothing else as far as stopping the engine.
So Usually they have a choke,
or a enriching bulb as a starting aid, not both.

Some 2 smoke engines have a prime bulb as well as a choke, as well as many other enrichening devices in various carbs. but that is irreverent in this situation.:BlahBlah:

I'm guessing the old carb had the primer with no choke, and the new carb has a choke with no primer.

I'm gonna see if I can clean the old carb and maybe use the bowl and gaskets from the new one to get it working as designed...

No. It's turning over every time you pull the rope. Just because it isn't firing doesn't mean it isn't turning over.
Firing or starting has no bearing on "turning over".

Many pressure washers used that engine with a manual choke. Find one and swap the carb and linkage.

Been there done that. Primer problem solved.

I guess it depends on how you were raised and learned things. Most people I know, when they turn the key and it just spins and never fires up, they say "damn thing won't turn over". But what you are saying makes more sense, it is indeed "turning over" but it's not firing.
