I think to many people get wrapped up in what's considered a restoration. Every car that crosses the block at Barrett Jackson has mud in it unless it's unrestored and fully documented. I've been to plenty of shows and most people don't even get within 5ft of the tractor so worrying about how the underside looks or bolts or any of that other b.s is just a waste of time. When I did the 100 I didn't rebuild the engine, it runs great and doesn't smoke so why waste the time and money. I consider that tractor to be restored but others may not but at the same time they probably wouldn't want to have to park next to it at a show.
