Yeah,it looks like a 70. Small aircleaner, muffler, and gas tank.
They have a brace holding the front of the fenders.

One thing I know for sure is that is a Stedi-Seat from Ohio Rubber, manufactured ("65-"67) for the 102 Cub Cadet.

Definitely a 70 with 102 fenders and seat. It has the short tunnel cover, it doesn't quite match up with the 102 sheet metal at the rear of the tunnel cover.
