tiller brackets???

I was hoping someone coulod shed some light on something for me. I just got a 1a tiller and the person that I purchased it from gave me two brackets that bolt on the axle and extend to the rear. they almost look like stops for something. I have seen tillers mounted on cadets before but dont remember those brackets. Just want to make sure that they go with the tiller.

I dont think those brackets are needed. The tiller just mounts to the right angle bracket. Are they for a vac system or IH rake? Post pictures.
