So.....What does it mean when fuel shoots out of here?? A lot of fuel. Thank you.

I think that's the area where the carb bowl vents to the atmosphere. Surging from that area would certainly indicate the carb bowl is overfilling and therefore an issue with the float / float pintle not closing completely.

Also means you have a fuel pump that is operating OK.
