Dozer Blade assembly question

Does anyone know how tight the castle nut has to be that holds the pivot frame to the main frame of the plow?

This is what I started with...a mess to say the least but I used the electrolysis technique to remove the rust/paint and things are looking good. I will put up pics of the finished product as soon as i get it assembled.

I got mine tight enough that it would just pivot...then I used it winter 2013/14 then had to tighten it again. It's a feel thing for me.

I also go by feel, you want the nut to be as tight as you can get it while still being able to turn the blade.

I have another issue the washer that is supposed to go under that Castle nut on the pivot plate was shot and I picked one up at the hardware store in Stainless only to find that it is too think to allow me to get the cotter in place. I have checked the local hardware stores and can't find one thinner any suggestions?
