Turning brakes stuck

I've been working on the 2072, trying to get it up in shape & ready to work. I've been trying to separate the turning brakes & I can't get em to free up. The pedal lock is unlocked but both pedals move at the same time. I can't find anything that is locking them together but since the tractor has set out in the weather for no telling how long, I figure the shaft is rusted. I've been soaking it in PB Blast but so far it hasn't freed em up yet. Am I missing something?

Think you have it figured out, it's rusted. Here are a couple pics of what it looks like when you get it apart.

I had the same problem and heated it up with a torch and it broke free.

Thanks Sam, that helps a whole lot. Now it doesn't look like that big of a problem.

The brackets in that pic have been cut off a junked Super so don't expect them to come off, they are welded to the frame. Like Lew said, you may need some heat.
