Starting my 23hp twin
 

When I turn the key starter engages but hesitates like its fighting compression. The battery checks out at 12.33 volts. This happens with engine hot or cold. I have set the valves and checked the starter drive. I find no play in the drive when the drive is retracted and almost no play when its pulled out. Anyone ever have this problem.
