I would think they should be completely free to return to up position. Am I wrong? The two on my hydro both felt the same after I took out, oiled them and worked them up and down. Both stick down still. They are free, but wont spring back up.

Might not spring up until the tractor is running and apply hydrallic force to them?

They will come back up the first time the tractor is started.

Mine on the 109 wouldn't go down so I could push it the other day, had to tap them down, very lightly. Fixed the carb and tuned up a few weeks later and started up, tryed to move it out of the basement to run and wouldn't move,valves stuck down. They had been painted and when I tapped them down the crud had them stuck. Pulled both out and worked on them with PB, spray and wipe, after just a few times and working them in and out they were popping out on their own and worked great. Not sure I would use PB with them in the hydro, I hald mine upside down a lot to keep it from possibly running into the valve internals, probably wouldn't hurt, but didn't want to take a chance with the internal seal.
