The spool/directional valve does indeed move/go back to center when you let go of the handle.
My rating was really based on overall appearance and completeness of the unit as a starting point for a proper restoration, which would naturally include things like hoses, seals, tweaking the pulley, and possibly cylinder rod replacement, etc.

The replacement spring is $36 plus shipping. You'll need a new o-ring and oil so you'll have to factor that into it. I think the thing that hurts you most is the lack of the rock shaft.
