I do not know the story on the road, but here were a couple ideas I had to keep people off it.

Put up private property/violators will be prosecuted at there expense signs.

Put up a locked gate.

Have a weight limit put on the road. 3 ton max would keep the buses and construction vehicle off it.

Put up toll road signs , and stand out there when the buses come, charge them to use it.

Finally if it is your private road just park a truck sideways in it. I don't see how they can stop you from blocking your road.

We have a number of private roads around my area. The only stipulation on them is that they must be passable by emergency vehicles if there is a dwelling on it.
