The only thing that may be different in your state is how many pounds the trailer weighs before you need trailer brakes. The tie down points and strap/chain requirements are federal regulations.
I hit a deer while pulling my trailer full of Cub Cadets. When the highway patrol came to investage the accident they wanted to look inside my trailer. The officer look at the tie down points and how I tied down the tractors. He aslo look at tag on the trailer and Suburban on what legally could be hauled.
Wrecks can happen when you least expect it.
