Actually this is only my second year of gardening. I have learned what little I know from my neighbor who is a garden king. I can tell you a few things but its not advice by any means.
Last year I got seed Potatoes from walmart ( WORST IDEA EVER ). I would suggest getting seed from the local farm and seed store. Even though it may cost a few extra dollars its worth it because they know what they have and can usually tell you about it.
I plant my seeds in march so for N.C it shouldn't be that much different. I am planting early this year because of the weather we have, even if the frost hits them a little it wont hurt. For the planting I usually dig about a 2" furrow, plant the seed and cover flush with the ground. They say to mound the dirt as they begin to grow but this year I am going to mound up about 5" when I plant. My reason is its hard to get dirt Around the plants.
From then on out just keep enough dirt around them till fall. The more dirt the bigger and better your taters will be.
Im sure someone will come along and give you alot more useful info and correct my mistakes.
