What do you have to loose, try lacquer thinner or acetone on the tape removal!!
The no-stick letters can be clear epoxied on then spray the whole thing with clear coat type paint.
I custom made a decal for my daughters truck hitch back in 2006 by laser printing on white vinyl decal stock, sprayed it with Krylon clear, and it still looks great!!
