I always try a test area first on a piece of sheet metal, prime then paint to see if it works , if your primer really sticks to the metal . not all paints work with all primers. I would have used a self etching spray can primer and be done with it. try leaving it in full sun for a week to dry out oils in the solvent and see what you have then and wet sand it with 400 g paper
