No, typically that 4th terminal is a 'L' load terminal used on other tractors or applications that wanted to run a load circuit for lights, lift motors etc. that would get direct current from the s/g rather than run through the charging circuit of the wiring harness where it would have to pass through the battery and ammeter before reaching the lighting circuit. You could certainly use the L terminal for lights or lifts on our Cubs, but it would take a fair amount of rewiring.
Did you repaint anything where a ground wire or strap would attach to or through? No load after briefly grounding the F terminal sounds like DOA s/g. How long was it on the shelf?
