I think that's a bit high. The idler pulleys you can get good used ones and do the work yourself for less. Just replace the seal that needs to be replaced if no need in fixing something that's not broke. The brakes are an easy adjustment that you can do while the deck is off for the idler pulleys. The seals are going to cost over $100 just in parts and the labor is really adding to the total cost.
