Think of it as a wheel barrow and shovel combined. It was used to clean out barns you would scrap the ground to fill it up then reverse the pull and haul it out. you could hitch it to a horse or pull it buy hand if someone else was around to run the handles. It was a lot of work.

I guess it would be one of the earliest forms of a skid loader. haha
