first things are check battery, terminals, and leads. check ground connection and check engine ground. voltage doesnt start an engine, current does. a bad connection will still supply 12v but wont carry the current needed to spin a starter. maybe not so obvious is also clean solenoid wires. i like to apply dielectric grease on terminals before reassembly.
