I find that packing the first few snow falls down keeps the gravel in place most of the winter.
Yes the packed snow will get hard and slippery, but thats why there are chains and weights to help with traction.

Remember when these 40 plus year old cubs where new, there where not to many cement or paved driveways and the orginal owners of these machines managed to deal with the same problems we fact today with gravel/dirt driveways.
