No, choke doesn't help at all. Even when it wants to die, it just coughs for a split second but never starts to sputter. Just pull it back to neutral and its running smooth as can be. No surging or sputtering at all. I tried to rule out the pto by not running the deck and flooring it up a hill. I also pulled the deck yesterday and checked for any seizing pulleys. Same result on lack of power going up hill without the deck on. That's why I'm leaning toward governor. If I get time today, I'm going to try a condensor and look at points today while we have the thread going.
