I've had some horribly rusted wheels, all came off by using a 5-6" long bolt and nut. Nut threaded on shaft 1/2 way then bolt threaded in and tightened. As mentioned above, already soaked with PB Blaster.... then with knees under wheel applying pressure upward smack end of bolt with a hammer.

Removed a 39 9N steering wheel this way I NEVER thought would come off!
