Angry 149 s/g problem

I need help. I bought this 149 couple weeks ago. The owner said it just quit moving while he was mowing in early spring. The hole in drive shaft wore out and pin dropped out. I got some new parts. I had to order a new ignition. key., it got lost some where. I put a new battery in this morning and as soon as I turn ignition key to the right, the s/g starts to turn very slowly. Should it not turn until I feel the spring tension on the key? I had the ignition switch out of the tractor to take with me, to order the correct key. 1st key didn't work. Pretty sure I have the 3 wires to the ignition switch on correct. Have a wiring diagram but the wires are so old it is hard to tell the color. All help appreciated.
Thanks.
Bob
