First off I'm jealous you got that for free.
I just finished fixing the hydro lift handle on my 1450. The brass handle broke under the dash where it attaches to a bracket, then linkage to hydro pump.
not easy to get to but I replaced it by getting a new brass handle drilled a small hole and reused the old parts from there. I removed the gas tank to get to it.
First used pliers or channel locks and moved the hydro in and out at the pump itself. if the hydro moves then you know the problem is handle/linkage related.
you need to look and see if the arm is broke or if you are lucky just not attached to the bracket for some reason. since the arm is not swinging freely it probably is not broken but hard to tell without seeing it. a good look under the dash will help.
