Kohler does this all the time.
The ECH680 that I bought last year comes in 19, 21 and 23 HP. The only differences are the fuel injection computer and the governor spring.
For the 1864 the carb on the CH18 is not sized and jetted right to take full advantage of the rest of the engine.
I get a kick out of the price differences that Kohler gets for more HP even though the cost of the engine is the same.
The best one was the Magnum 18 in the 1541. I had dealers swear that it was actually a 15HP motor. A look a the parts manual showed that the only difference between the 1541 and 1862 motor was the sticker on the air cleaner.
