The black one is just a bleeder screw. The red one is a "buffer" screw. It doesn't turn the fuel up. It controls governor "surge". Please, don't mess with these pumps. The cam box pumps are completely different from the big tractors pumps that can be removed as a unit. The only external adjustment that can be made on these pumps is: Low idle, high idle, and governor surge. The rest is internal, and really, cannot be adjusted without a pump test bench. If you want to do something like that, send it to a pump shop and ask for a 10-15% Increase. But, honestly, I doubt they would want to mess with it.
