I'd fill it with some 30W engine oil and run it. Maybe you'll get lucky and it will free up or maybe it will blow its guts out. At least pull the rear cover off and see if you can fish the broken teeth out or JB weld a magnet to the bottom of the cover and hopefully that will grab some of the junk inside.
