Default 147 governor issues

I have pulled the engine out of my 147 to remove the balance gears. It ran fine prior to doing this but you could hear the balance gears clicking against the crank. While I had it apart I put a new piston and rod in it. Got it all put back together and it wants to race with just a little throttle. I have set the governor as per the kohler manual. Loosen the gov arm, move it to the full throttle position while hooked to the carb, turn the cross shaft ciunterclockwise and tighten. The gov spring and fadt idle stop are set just like my other caders as far as holes used and stop position. After a short trip around the yard I brought it back in and went through the adjustment procedure again. Upon start up, I cycled it a couple times and it seemed to be much better, but then it took off again. Any suggestions?
