I tried your suggestions. The linkage moves freely. When I unhooked the carb linkage and gov linkage and start it up, I could feel the gov arm start to push back as the rpm increased, and return to the forward position when the rpms decrease. Not sure if the pressure on the gov arm comes on as soon as it should. The rpms rise a fair about before I start to feel pressure.
