Then your Stator is putting out voltage, looks OK to me.

In order for the V/R to function correctly, the case (or housing) has to be grounded. With your DVM, measure between the V/R case and the Battery Negative Terminal. You should have very close to zero ohms. If you have any resistance (1> ohm), try a jumper wire directly from the Battery Negative Terminal to V/R case and see if that don't fix the problem.
