I was able to start the axel in the c-channel of the frame going in at the top. Used a rubber hammer and hit upon the cast iron axel, driving inward the axel home. Being careful not to swing and hit foolishly, came to a certain point where I had to change gears a bit.
A 4x4 block of wood, and a 6# hammer got the axel in motion.
The holes begin to align.
