Default Dual Stick 1450 with frozen hydraulic valves

My 1450 I just got that has the dual stick valves stuck/frozen. The two valves that are visible behind the dash. I have blasted them with penetrating oil and am waiting. I should be able to move them easily with the engine off? The forward/reverse was stuck also but I have it freed up. Haven't tried moving it yet.

Another question, how do you tighten up the petcock on the plastic tanks? It looks like it is a press fit with a fastener on the inside of the tank. I have a leak coming from between the petcock and the tank.

P.S. I have the 1450 running. Runs and idles great. No knocks or smoke.
