OK, runs great now. Of course, out of desperation I tweaked 2 or 3 things, so I am not sure what fixed it:
Went to .022 timing gap. Going with .020" yields no power, while static timing with the ohmmeter yields a .024 gap and was advanced so far it would kick back on starting. So I decided to split the difference.
Adjusted throttle cable yet one more time. I did have to move it, like the cable slipped through its retainer
Changed governor spring down one hole on throttle cable plate/arm
So either a water bubble cleared from a jet, or throttle cable is my guess.
Either way I am happy!
