Default Gas Tank Repair

I finally decide to fix the gas tank. I rinsed it THOROUGHLY with water. I found 2 pinholes that were leaking. One was near the seam, and the other was near the filter. I fluxed and soldered both areas, then just for fun I had some grey paint left over from another project. I put some electrical tape between the tank and its mount...couldn't hurt.

I am going to make a new front pulley for the engine from steel with a larger diameter to charge better at low speeds. No PTO. Has anyone done this? Advice for size? Can the generator spin too fast?

Also, Is this the stock clutch guard?
