I took a 2"x4" block and used an appropropriately sized hole saw to cut a hole that would contact the plastic steering wheel base, but clear any obstructions, then i cut the block in half (half of the hole on each side) I did the same thing with a piece of plate steel, take all 4 pieces and a puller ( i used 2 jaws) put the cut steel plate around the column. put the cut wood block on top of the plate steel (so the seam is at a 90 degree angle to the plate. raise the whole pile up to the base of the steering wheel and while using your second and third hand hook the puller around the steel plate and snug it.
Then I put a ratchet on it and cranked on it there was a horrible pop, and the wheel was free, the column was undamaged, and I was thrilled
