The throttle cable on a 123 should not loop around to the front of the engine.
The cable should come horizontally from the rear of the machine go straight forward and attach to the pivoting, flat bar that is bolted to the side of the engine (speed control bracket). There should be a spring (also horizontal) hooked to this same flat bar directly toward the front of the machine from the cable. The other end of this spring is attached to the bottom of the governor lever.
