Not really a good idea to unscrew a filter while the engine is running...... and it's just a little bitty oil pump... it isn't going to gush oil.

The filter is downstream from the oil pump. Filling the lines accomplishes nothing except less time running without oil at start-up. But since you already had it running..... didn't really matter.

Even if your meter has a tach setting, you need the inductive pick-up clamp.

Screw a gauge on it and check oil pressure. I highly doubt there is a problem there. I'm more concerned with the governor set up. I have no idea why it died while running.
