No Cub124. You do not need to take it down to bare metal. Just sand it really good and if there is rust spots that are uneven then put some putty to smooth it out. i use heavy truck primer,sand it,then non sanding primer before we shoot color. Check out my 108 in my albums. we restored it and didnt take it to bare metal. it turned out great.
