if both are in the air they should both turn. unless there's something causing a drag on one side. that will cause the differential to spin 1 tire. if something were broke like an axle on one side it would not move at all while sitting on the ground because the differential would turn the easier axle to turn.
the wheel that is easier to spin by either lack of traction , drag , or breakage will be the one to spin . that's why good rearend guys take the time to shim the spider gears in the carrier even though its not talked about in the manual
