I get that part but that's not it. Originally there were two of those spacer plate I have circleed in there. When I hooked it up, the pulley on the tractor and the pulley on the thrower were out of alignment in such a way that had I left it that way, when I put a belt on it would have rode the side of the new pulley on the thrower side and chewed the belt up in no time like it did once before. Plus I recall reading somewhere that the engine on the 82 series vs previous series Cubs was angled up 3° and now this makes sense to me.
