My hydro tran makes a similar sound when it is really cold. It usually goes away within a couple of minutes. That obviously is not the correct link on the carb but it sounds like it is just an attachment issue with the cable and the arm. The PTO issue is probably just an adjustment problem that can be fixed in short order. No matter, for $350 you got the deal of the day!
