Seems strange? Been around these for a long time and never seen one stuck in the down position.

Make sure you have the parking brake release lever disengaged. That will hold the clutch in the down position.

Other than that I cant think of a reason it should be stuck. It should not be able to be stuck down in normal use and for setting a long time?? Pictures would help.
