Voltage regulators are adjustable, but it's not for the novice.
Back in the day (50's) I adjusted many to suit my driving conditions or that of others.
We didn't have $$ to spend on new, unless absolutely necessary.
But I'm thinking you have a different problem, possibly a ground that isn't good or a misplaced wire, as you have installed 3 regulators and it still isn't working for you.
Have you checked that the wiring is correct leading to and from the regulator?
--on a generator, if the field terminal is grounded, it will produce full output and be
Unaffected by a voltage regulator
Possibly you have a bare wire causing this?
