It kinda sounds like the fuel supply is clogged somewhere.
If you take the line off at the carb and there is good flow then it is most likely clogged from the seat back to the elbow that screws into the side of the carb. You'll need to take the carb off and clean the fuel passage out. Best to rebuild it, but you may get by with just cleaning it out well.
If you do not rebuild the carb, take the high speed screw out (screw it in all the way (finger tighten only) counting the turns, so you can put it back in close to where it was) and clean the tiny holes in it out, the needle is actually a tube so clean out the tube part too.
This would also be a good time to clean out the tank and replace the filter or clean the bowl.
If the part (throttle lever 385 496 R1) that slides down over the throttle shaft is actually broken, I'm not sure what to tell you. I have never had to replace a throttle shaft and have never looked for a throttle lever, it may now be made onto the throttle shaft. Hopefully someone else will know.
If that part (throttle lever) is not broken then you can tighten it up with the pinch screw on the side.
