Unless you are doing it just for fun..... that carb is toast. Not worth trying to save. I've been a mechanic for over 15yrs, and I saved one like it recently. Had more in it than the cost of a new one! Find a good used. It won't work on anything else you have anyway. It's too small for anything other than the 7hp. Even if you do want to save it, you need to soak it in carb cleaner. Kerosene won't take do anything other than maybe free it up. All the rust that is falling out of it will have the internal passages plugged.
You can get new sediment bowls at NAPA. They are about $25.
