Hard to tell from the pics, but was the discharge on your deck cut off by a PO?
Reference the attached pic, I believe there should be more of a "chute" coming off of your deck but I could be wrong. I could be totally off base, wait for someone else to chime in who can confirm.
Edit: I know the attached pic isn't of your deck, just a pic I found that I could use as a reference to what I was talking about.
