I took the idler bar apart, and there is some wear on both the arm and the bolt.
Having already used up my repair budget, I rummaged around in my "When the heck will I EVER use THIS?" box and found a piece of brass shim stock. I cut it to fit over the shoulder bolt and inside the idler arm similar to a very thin brass bearing, and greased it up a lot.
This is not a permanent fix, but should get me through this mowing season. Not sure, but I think the shim stock was 0.025.
