I can't speak for ALL W/F, N/F engines, just the ones that I have or have had. To the best of my knowledge none that I have ever owned are/were drilled for the electric PTO and most motors from narrow frame tractors do not have holes to bolt on the Q/L style gear drive starter.

There are also a lot of other issues with "bolt on" parts like the bearing plates, flywheels and shrouds that vary between the engines. Many of these things are easy enough to correct and others can be more of a PITA than they are worth.
