I'm with Sam on this, sound like something up with the valve causing back pressure on the cylinder, being that it returns to the same position even with the rockshaft off. A quick and dirty way to see if the cylinder has backpressure ( or at least what I would do) is crack a line loose on one side, throw a rag over it and an oil pan under it , and see if it will move in one direction.
